Bruce Wayne meets with Carmine Falcone (Titus Welliver) out of respect for his parents who knew his. Carmine expresses his belief that order can bring a world from chaos, and asks for Bruce's opinion. Bruce replies "I believe in Gotham City." Over time, a mob war between Falcone's and Sal Maroni (Jim Pirri) plague the streets, while Harvey Dent (Josh Duhamel) is elected District Attorney.
On Halloween Night, after giving Harvey information, Johnny Viti is murdered at his home. Harvey returns home to find his wife, Gilda Dent (Julie Nathanson), lost in thought. Plans together change when Harvey sees the Bat-Signal. Meeting on the GCPD rooftop, Batman (Jensen Ackles) points out the Jack On Lantern calling card left at the Viti murder scene, while Harvey expresses anger that the murder creates a set back in taking down Falcone, but Commissioner James Gordon (Billy Burke) tries to calm him down. It is decided all three will work together to bring down the Gotham mob by whatever means. At a Falcone meeting between the mob, Carmine disrespectfully kicks out his son, Alberto Falcone (Jack Quaid), in front of everyone, embarrassing him. Batman chases Catwoman (Naya Rivera) on the rooftops, leading them to where a warehouse carrying billions of dollars of Falcone's money. Dent arrives, having followed Batman's chase to the warehouse; instead of moving it, they decide to set it all on fire, thanks to a coin flip that happens to be double sided. Harvey goes home, and sees Gilda begging him to stay. As they are about to head inside, the house explodes.
On Thanksgiving, Batman chases down the bomber's car in the Batmobile in Chinatown. As he confronts the bomber, Mickey Chen (Greg Chun), he soon fights the Triads; the fight is tough and fierce, until Catwoman arrives. Batman finds Mickey in the sewers, when Solomon Grundy (Fred Tatasciore) appears and attacks Mickey, but Batman stops him, promising him to be alone. Batman and Gordon interrogates Mickey, but they get nothing. As Harvey rests in the hospital, Gilda receives flowers from Carmine, and soon leaves while Harvey escapes. Alberto reveals he was the one to send the flowers, which Carmine threatens him not to do it again, and calls him out for being weak and why he is not next in line. Gordon finds Harvey outside Falcone's building, and hands over his gun so Harvey can protect himself. Later than night, the Holiday killer kills Mickey and the Triads.
